The old HCE building needs repairs, but it has mostly held up over the years. It is inhabited by a small community of people and families trying to keep themselves safe from the dangers of this life. No one really has that much, but they get by. They use crude weapons to protect themselves, and try to train stray and/or wild animals that they happen upon, that they don't decide to eat, of course.
Within the walls the classrooms act as small apartments and some of them also serve as small stores or other necessities for within the community. Inside the community has a small infirmary like room, but it isn't usually stocked very well. They also have a room where the food is stored. The cafeteria kitchen is only in some working order, but some how they make it work.
The motivations of the community are simply to stay alive, and live as comfortably as possible while staying off the radar of the many 'evil' groups with in the area.
Some people use a few steam punk items, but it's generally easier to use none steam items.
There is some electricity generation via the water flow that the community created on the roof, but it's only enough to run the lights most of the time.
